Xiomarie Nieves Miranda

Xiomarie Nieves Miranda joined ADSUAR’s Litigation Practice Group as an Associate Attorney in 2023. Her practice concentrates on complex commercial and civil litigation, representing clients at the trial and appellate level, on matters related to contracts litigation, health law, torts, administrative law, and constitutional law.

Xiomarie received her B.S. in Biology from the University of Puerto Rico. She obtained her Juris Doctor, cum laude, from the Inter-American University of Puerto Rico in 2016. While attending law school, she worked as a teacher assistant to Professor Esther Vicente-Rivera in Constitutional Law course, and research assistant for INTER-MUJERES.  She also served actively in student leadership representing the law school students in many students’ organizations and was President of Women Law Students’ Association (2016). As a student practitioner at the Inter-American University of Puerto Rico, Xiomarie served in the Legal Aid Clinic, Puerto Rico Legal Services Corporation, and Legal Aid Society.

After graduating, Xiomarie presided over the Women’s Commission of the Bar Association (2019-2020). Under her leadership, the commission was awarded Commission of the Year. She is also an active member of the Bar Association and participated as board member for other commissions.  

Before joining ADSUAR’s Litigation Practice Group, Xiomarie was in-house counsel for twelve (12) hospitals, among others healthcare providers, at the largest healthcare network in Puerto Rico and the Caribbean, focusing her practice on counseling and representing hospitals in complex legal and operational matters, including before administrative bodies and trial practice. She also worked as an attorney for the Civil Rights Commission of Puerto Rico. There, she collaborated with the Puerto Rico Police Reform restructuring led by the Department of Justice jointly with the U.S. Department of Justice (Civil Rights Division), she also participated in many important policymaking comments on bills, such as the PR Civil Code of 2020.

Also, Xiomarie delivered lectures and seminars on health law topics and civil rights matters to a variety of audiences, including healthcare providers, law enforcement-related officers, state departments and agencies. Xiomarie has served as speaker for the Office of Court Administration giving lectures to several state judges in healthcare law matters. She also participated as a speaker on civil and criminal legal matters at several conferences, podcast, and radio.

  • Messer Gas as co-counsel in multimillion-dollar hazardous disposal fee contractual dispute.
  • Ernst & Young Puerto Rico, LLC. as co-counsel in multimillion-dollar dispute.
  • Member of the litigattion team representing plainttiff in litigation dispute including V. Suarez estate planning.
  • Member of the litigattion team representing Glad Enterprises, Inc. in a torts claim litigation.
  • Represented a non-profit corporation dedicated to fostering sports development and the legacy of Roberto Clemente, in a constitutional challenge to Act No. 67-2022, preliminary and permanent injunction suit, and donation contract dispute against the Commonwealth of Puerto Rico.
  • Was part of the litigation team representing Universal Medical Laboratories, Inc.
  • Represented and counseled for years Metro Pavia Health System, Inc. in numeous cases related to healthcare law, among other civil matters, in administrative and trial litigation.
  • Was part of the team that succesfully represented Metro Hato Rey, Inc. in a complaint under the American with Disabilities Act and the Rehabilitation Act related to healthcare services.
  • Represented and counseled Costa Bahia Hotel and Convention Center, LLC. in collection of money claims and administrative litigation.
